Until an ad is published and submitted for review by Concert, it is considered a draft. A draft is exclusively editable by its original author up until the time of submission, at which point its creative and delivery details are locked in and unchangeable. If you do wish to change any details at this point, its best to Duplicate the ad, rename it, and modify any details on the new draft before submission.
After publishing an ad, it is made available to other teammates on the same ad account, where its delivery details and management are now a group effort for those with requisite permissions. Fellow teammates may also share and duplicate the ad at this point as well for future versions and submission within the ad account.
